Foreign Driver's License Exchange

If you come from another country and hold a valid driver's license, you can convert it into a Costa Rican license without going through the entire process from scratch. The exchange is handled by Educación Vial (COSEVI/MOPT) fully in person and by appointment. We coordinate the appointments, help you with your medical certificate, and accompany you every step of the way.

The process, step by step

    Requirements review

    We verify that your foreign license, your migratory document, and your other papers are complete and in order before scheduling. This saves you wasted trips.

  2. 2

    We coordinate your medical certificate

    The medical certificate is a separate requirement valid for 6 months. We help you arrange it; you can find the details in our medical certificate service.

  3. 3

    Appointment at Educación Vial

    At this first in-person appointment they review your documents and confirm that your foreign license is legal and valid in its country of origin. Nothing is paid at this appointment.

  4. 4

    Payment and pickup at the BCR

    At the second appointment, at the Banco de Costa Rica, you pay the official cost and your Costa Rican license is printed and handed to you right there, and may be ready the same day.

  • Migratory document: refugee card or work permit, DIMEX or residency, or special category.
  • Official Spanish translation if the license is not in Spanish.
  • Passport or ID from your country of origin.

Frequently asked questions

How long does it take to get my license?

The process involves two appointments: one at Educación Vial for the document review and another at the BCR for payment and pickup. At the second appointment the license is printed and handed over, and may be ready the same day. Appointment availability depends on Educación Vial.

Do I need to translate my license?

Only if your license is not in Spanish. In that case you need an official Spanish translation. If you have any doubts, message us and we’ll review your case.

Does my refugee card work as a migratory document?

Yes. The refugee card or work permit is a valid migratory document for this process, as are the DIMEX or residency and special categories.

Is the official cost separate from your fee?

Yes. Our ₡55,000 is a service fee paid upfront. The official cost of roughly ₡5,000 (plus commission) per license or category is paid directly at the BCR. The medical certificate is quoted separately.

What if I have several categories?

One license is issued per category, so the official cost is multiplied by the number of licenses issued. We’ll clarify this for your case before starting.
